Fatima Mansions Plan 2001

The Fatima Regeneration Board was established in 2001 to oversee the physical and social regeneration of Fatima Mansions, a local authority housing estate, consisting of 363 residential flats and a population of 686 residents, in the South-West inner city of Dublin. The Board was incorporated as a legal entity in 2005 with charitable status.


The role of the Regeneration Board as set out in its governing instrument is:

“To negotiate, coordinate and monitor an integrated regeneration programme for Fatima and to envision, plan and implement a progressive Social Agenda to address the key environmental, health, educational, cultural, recreational, and economic development issues of significance to the local community.”

Physical Regeneration
Dublin City Council is managing the physical regeneration of the estate, which entails the demolition of the existing flat complex and its replacement with a range of high quality social, affordable and private dwellings, together with community and leisure facilities and retail and enterprise units. This ambitious project is being financed through the mechanism of a Public Private Partnership (PPP), the first of its kind in urban regeneration and renewal in Ireland. Under the terms of the contract between Dublin City Council and the developer, Maplewood Elliott JV Ltd., the developer will provide social and affordable housing and community and enterprise facilities in return for being able to develop private apartments, retail units and a leisure centre on the site.

The physical regeneration of Fatima will provide the following:

  • 150 Public Housing Units for existing qualifying tenants
  • 70 Affordable Dwellings
  • 396 Private Apartments
  • A Neighbourhood Centre to accommodate community services and recreational facilities
  • An outdoor all-weather pitch
  • A Leisure Centre to include a 20m swimming pool, gym, aerobic studio and other facilities

Retail and Enterprise Units
The developer commenced work on the Phase One provision of one hundred and ten public housing units in August 2004. Phase One was officially launched on Monday 3rd October 2005 by An Taoiseach Bertie Ahern TD and the Lord Mayor Councillor Catherine Byrne, when the first resident, Mrs. Magaret Brophy was presented the keys to her new home.  Phase One was completed by December 2005. The remainder of public and private housing units and the social and recreational facilities are part of Phase Two which commenced early in 2006. It is envisaged that the entire redevelopment will be completed in full by 2009.

Social Regeneration Plan - 8 Great Expectations
A unique feature of the regeneration of Fatima is the equal emphasis that is being given to the social and physical regeneration of this community. A five-year Social Regeneration Plan has been produced to complement the physical regeneration programme. This visionary and ambitious Plan contains thirty-seven areas for action across eight key themes which are viewed as integral to supporting the existing population into the future and promoting the integration of the regenerated community with the wider Rialto area.

The eight themes are as follows:

  1. Creating a Safe & Sustainable Community
  2. Education
  3. Health & Wellbeing
  4. Enterprise Training & Employment
  5. Arts & Culture
  6. Sports & Recreation
  7. Environment
  8. Planning & Design of Community Facilities

The Social Regeneration Plan is funded in part by a dividend from the Public Private Partnership with the remainder coming from other public and private sources.
