Kilmainham / Inchicore IAP
Kilmainham and Inchicore are the two main village in the IAP area, lying about two kilometres apart.
Kilmainham is centred at the junction of James Street and Bow Lane West, where a small focal space has been created. This junction area has a number of 18th century buildings of 3 storeys, combined with sloping topography to give scale, enclosure to the streets, and a strong sense of place. This is a tax-incentive area, with much development since 1998. With the exception of one infill scheme along James Street North, the architectural quality is mediocre.
Inchicore village centre is at the junction of Tyrconnell / Grattan Cresecent with with Emmet Road (mainly of 19th and early 20th century origins). The shops are mainly two storey. Traffic calming measures improved paving, street furniture and lighting, in combination with a co-ordinated shop front design policy would greatly improve this village, which in 1998 was not in a then current tax incentive area.
The Kilmainham-Inchicore Integrated Area Plan (IAP) is based on the action plan for the area which was first published in July 1997, following extensive consultations. The IAP was deemed necessary for two reasons:
- to allow for partnership
- to allow designation for tax incentives to take place in those areas that are in particular need
The primary objective of the non statutory Action plan is to protect and enhance the character of the area with its rich historic associations, delivered through the continued partnership of Dublin City Council with private enterprise, central government, area partnerships and local interest groups. The key elements and underlying principles on which the action plan are based are as follows:
- The development of the heritage potential and associated tourism and employment
- Regeneration of derelict areas whilst respecting existing urban fabric.
- Protection and enhancement of the quality of the area's environment
- The development of the Camac Valley and royal hospital grounds as part of a green link concept
- The revitalisation of Inchicore as a district shopping centre
- The conservation of the build and architectural heritage of the area
- The improvement of public transport, traffic management and provision for cyclists and pedestrians
- The protection and encouragement of employment generating land uses.
